This sounds like a reworked or renamed version of how most strategies are decomposed. Goal = Strategic Objective, Ideas are possible ways (opportunities) to achieve those objectives, and Step projects are the tactics. Tasks are just a further decomposition of those step projects.
If this works for you and others, that's great. I'm not criticizing that at all. But it's not significantly different from how most strategies are decomposed and managed from my experience.
Yes a LOT of companies do this kind of thing very poorly so I won't say that it's commonly done well.
