In this example the strategy - the choices they made to achieve the objective - are localization, working with the partner etc. They believe that those choices (vs. others they might have made) will drive them to that objective. The product objectives are connected to that. So yes, it could flow as Biz Objective->Biz Strategy->Product Obective-Product Strategy etc. But it's sometimes not as clearly explicit as that. But you are correct. I do use that same structure in talking about these concepts.
