In this case, the metric in the Objective is the target. e.g. reduce onboarding by 50%. Can that even be done? Maybe it can, maybe it can't. Let's just say that the target is 50% but if the team got it down by 30% in the timeframe required (end of Q2 2024) that would be considered success. They. might still continue to work on it after that date if they believed they could make a significant impact, but that would be up to them.
As for the localization, that one is really binary IMHO. either it is completed in a certain timeframe or it isn't. Maybe there are some parts of product (e.g. some back end admin pages or something) that are less important to localize right away. So if there was a time crunch or other resource issue, the teams could agree that a minimum set of interfaces (e.g. all user interfaces relating to X or Y) was what the minimum success measure was.
The point being, while the objective is defined, it may not be achievable given resource and time constraints and possibly technical constraints, so a minimum target should be set and agreed to .
