I'll be honest, formal strategy to support vision is really not where I focus. First of all, a vision itself is full of uncertainty and so that's why I used the term "stepping stones" and not actually strategy to describe that section. Also that's why I believe it's optional.

I believe defining a vision is important and that's a GREAT first step. You may not be able to understand or define the potential stepping stones until later. Tesla was founded in 2003. It was in 2006 that that "master plan" was published. I don't think they knew the steps in their master plan in 2003. It probably emerged over time as they learned more and could see a clearer future.

For me, strategy is more practical and tangible lower down. i.e. in my diagram, it is under objectives. And so the timeframe of the objectives will define the timeframe of the supporting strategies.
